The Trust's Strategic Framework provides a structured way for the Trust to deliver support to the Vocational Education sector in Timor-Leste.

The Trust’s Vocational Education Strategic Framework makes the connection between the Trust’s Principles and the actual context in Timor-Leste. The outcome being a framework for deciding where the Trust should focus its effort so that it adds value to Timor-Leste's economic and social development through enhanced provision of vocational education and the associated growth of a skilled workforce.

targeted funding



The Trust ensures that funds are disbursed in ways that are appropriate to conditions in Timor-Leste and in a transparent way. It is important that funds are targeted accurately to meet clearly identifiable national and local needs, and that there is transparency and accountability. In this way, donors can see the results of their philanthropy. The Trust does this by closely liaising with government, vocational education and training and industry stakeholders in Timor-Leste to determine their priorities and needs for technical and vocational training.

The Trust's Program Implementation Plan gives a practical and scalable means of implementing the Strategy. It documents four ways in which the Trust will provide support for VET development in Timor-Leste.

productive outcomes



The Trust investigates and funds programs that lead to more productive outcomes as a result of the training.

In the case of Vocational Training Assistance Grants for instance, this is done by making a formal Letter of Agreement with the institution in Timor-Leste which is delivering the training. Institutions agree that they will monitor graduates and get feedback about their progress in employment or their own small business. They may involve helping graduates and employers with marketing, or with ways to improve the quality of their products or services.

In all Trust programs, outcomes are sought so that the training will lead to more productive participation in workplaces, and the feedback will enable future training to be even more focussed on positive results.

coherent strategy and management



The Trust 's coherent long term strategy, developed in conjuction with government and VET sector leaders in Timor-Leste, is overseen by the Trust Board (click for details).

The day-to-day management of the Trust's work in Timor-Leste, and the development of ideas and proposals is done by the CEO Chris Trueman in conjunction Trust's VET Development Group comprising: (click names for profiles)
